As Vice President of Safety & Training for United Utility Services, Justin Miner leads the company’s enterprise-wide safety strategy, workforce development, and training initiatives across its business units nationwide. With nearly two decades of experience in the electric utility industry, he brings extensive expertise in transmission, distribution, substation operations, and organizational leadership.

Justin began his career as a journeyman lineman, developing deep operational knowledge in high-risk utility environments before advancing into leadership roles focused on safety, training, and workforce development. His field experience and operational perspective have shaped his practical approach to building high-performing teams and strengthening safety culture.

At United Utility Services, Justin is responsible for aligning safety performance, craft standards, leadership development, and apprenticeship programs across multiple regions and business lines. He has led several key enterprise initiatives, including the development of the company’s digital Job Safety Analysis platform, the redesign of observation programs, the creation of the Leadership Academy, and the implementation of advanced analytics tools that enhance risk identification and incident prevention.

As Vice President, Justin is committed to building scalable systems that improve safety performance, strengthen workforce capability, and support operational excellence across the organization. He also serves as Chair of United Utility Services’ Chief Craft Council, helping establish enterprise-wide craft standards, safety expectations, and workforce development strategies.

Justin is a Certified Utility Safety Professional (CUSP) and an authorized Occupational Safety and Health Administration (OSHA) trainer.
